City 16 Metropolitan Police Force Protocol


Failure to follow this protocol will result in punishment, and may result in your contract being terminated.


Ranking Structure (Ascending Order)

M – Medic is not an actual rank. It is a prefix before your rank to denote you are a medical unit so that other units may find you and receive your help quickly should they fall into harm. Other than greater access to more medical supplies, being a medic gives no special power over other ranks.

RCT – As a recruit your primary directive is to learn the protocol of the Union as well as good habits from higher ranking units. You may not patrol outside of the Nexus without permission from at least an 04 and you must patrol in pairs unless you have attended your second mandatory training. At this stage in your career as a unit you may be removed from the MPF without warning.

04 – As an 04 you are still required to continue learning but you are free to research into topics of your own choosing. Once you have become an 04 you may request a transfer to a new division. You will be able to command all on-duty recruits.

03-01 – Once at any of these ranks you will have learned your position in the Civil Protection and will no longer be required to do any sort of research into any useful fields. Special gear and weaponry may be awarded for reaching these ranks along with more power over units. In these higher ranks you are required to help teach the lower ranking units along with keeping them in line.

OFC – As an officer you are required to handle insubordinate units as well as keeping all units under you in check. You may take disciplinary actions into your hands should you find a unit breaking protocol.

EpU – An Elite unit will take up the duties of an officer in the SHADOW division. However, seeing as higher ranking SHADOW units act in times of extreme crisis, seeing an EpU is incredibly rare. They have domain over OFCs should a situation become a riot.

DvL & SeC – These units do what they deem is needed.

Datapage Format

The datapage format is more important than you may think. It helps us and you understand a page of data, and it also keeps it neat and tidy, rather than sloppy and unorganized. A citizen datapage should be setup as followed;

Citizen ID: #####
Citizen Status: GREEN / YELLOW / RED
Ration Status: ALLOWED / DENIED
Offenses: (Include RL date and time of the offense, the year would likely be 2017 if I remember correctly in DN's canon.)

Notice how much easier it is to read that than a datapage that looks something like this;

Has committed a uncivil act and inaction and the DvL said that he could should looked over carefully because he might be a rebel or something.

Always keep the datapage professional.

Verdicts and Contraband

When issuing a verdict, be sure to do it away from public eyes. Take it inside the Nexus, an alley way, their own apartment (doors closed) and be sure there is a unit keeping curious eyes away.

Tier One
Level Three punishment

  • Loitering - Standing in a public area without doing something productive. Benches are not exempt.
  • Littering - Leaving trash or clutter in a public area
  • Uncivil behavior - Acting in a manner that is not publicly acceptable
  • Public intoxication - Being intoxicated in a public area (can be convicted if seen drinking Union beer in open air)
  • Audio violation - Yelling, cursing, or spouting pointless gibberish in public areas
  • Minor assault - Attacking a standard citizen
  • Minor Disrespect - Showing disrespect to a member of the UCN through either verbal or physical actions
  • Minor Malcompliance - Failure to follow an order from a unit, whether passively or assertively (ignoring or doing the opposite of the order)
  • Minor theft - Stealing from a standard citizen
  • Minor invasion - Entering a citizen area with force. Breaking into an apartment.
  • Level "Three" contraband - Level 3 contraband defined by the civil protection.
  • Real alcoholic beverages, non-Union issued food, non-standard clothing (authorization must be given by a DvL), narcotics of any kind, free thinking books (non-informative)




Tier Two
Level Two punishment

  • Inaction - Allowing a crime to happen without alerting the Union
  • Falsified information - Using any means to lie to a unit, whether it be through face to face conversation or using a request device.
  • Conspiracy - Planning to commit a low level crime against other citizens
  • Obstruction - Inhibiting a search, arrest, etc. Slowing down a unit's progress.
  • Major assault - Attacking a UCN citizen
  • Minor vandalism - Defacing non-Union property. (Citizen owned shops)
  • Major Malcompliance - Disobeying an order from a unit that leads to harm of another citizen or damage to property
  • Major theft - Stealing from a member of the UCN
  • Major invasion - Entering a UCN area with force. Breaking into the UCN HQ after hours or when banished from the premises
  • Major disrespect - Disrespecting a unit of minor rank (01 and below)
  • Level "Two" contraband - Level 2 contraband defined by the Civil Protection.
  • Union medical items (steroids, med-gel, med-kits, anti-depressants without permission), shorthand melee weapons (anything like a hammer or wrench), radios, other non-lethal Union property, any non-approved electronic devices




Tier Three
Level One punishment

  • Criminal assault - Attacking a unit of any rank
  • Disruptive propaganda - Posters, words, or other representations that are anti-Union
  • Anti-civil conspiracy - Planning to commit medium to high level crimes against important citizens, units, or the city itself
  • Failure to appear - Not showing up at a designated area once called for by Dispatch. This leads to mass beatings and potential ration privileges
  • Major vandalism - Defacing Union property without doing damage (Spray Painting the Nexus wall)
  • Criminal theft - Stealing from a unit
  • Criminal invasion - Entering a Union area with force. Breaking into the Nexus.
  • Criminal disrespect - Disrespecting a major ranking unit (OFC and up)
  • Criminal malcompliance - Disobeying an order with actions that lead to the harm of that unit or other units
  • UPA - Unauthorized Procreative Activity.
  • Level "One" contraband - Level 1 Contraband defined by the civil protection.
  • Non-Union protection gear (football padding and other items like it), longhand melee weapons (anything like baseball bats or sledgehammers), ammunition for handguns




Tier Four
Amputation

  • Level "Zero" Contraband - Level 0 contraband defined by the civil protection.
  • Murder** - Killing anyone in the city.
  • Criminal vandalism - Damaging Union property (harming or destroying a scanner)
  • Mental instability - Acting in a manner which displays inability to function normally in society (mental
  • disabilities fall under this category)
  • Crippling physical disability* - Any physical disability giving you a major disadvantage in daily life (missing
  • an arm, leg, or other major issues)
  • Rape - Sexually taking advantage of an individual
  • Major contraband - Possessing any of the items listed below
  • Union protection gear (ANY of a unit's uniform), firearms of any type, ammunition for anything larger than a handgun, blades of any kind, grenades of any kind

Protocols and Positioning
A short guide


A sudden lack of sound in the city, followed by sirens howling through the night air. You may sense an air of urgency, or even panic among your fellow enlisted. Command Units may be spouting orders into the radio, trying to organize teams.

This is how a judgment waiver feels within the Nexus. Uncertainty and Panic rule over protocol and proper performance.

Within this short guide, we will discuss the following:

Section 01
Calling a Judgment Waiver


Before continuing, note that only a Unit of Commanding rank (DvL or SeC) may call a Judgment Waiver. Touching the activation button is an immediate black mark with possibility of probation.

A JW is only to be called in situations in which the Civil Populace or Socio-Stability is immediately threatened by any source. Examples of Judgment Waivers are as follow:

Escaped Biotic: (Risk of Contamination, Risk of Divulgence, Risk of Anti-Civil Thoughts)

Rogue Unit: (Risk of Divulgence, Risk of Anti-Civil Thoughts, Risk of Internal Damage)

Armed Citizens/Threat of Uprising: (Risk of Internal Damage, Risk of External Damage, Risk of Critical Damage to Socio-Stability)

A Judgment Waiver is to be called at the discretion of the Commanding Officer only, no exceptions. However, suggestion to initiate a Judgment Waiver will not be punished. Don’t be afraid to follow policy!

Section 02
Duties of the Judgment Team




An ideal Judgment team consists of nine members of the Metropolice Force. Each member has a specific task to ensure a safely run Judgment Waiver. Each member much remember the task given to them by the Commanding Officer on Duty.

NOTE: Remember your task as given. You will not be reminded, and being out of place without authorization will result in a black mark and/or probation. Furthermore, any and every failure of the Judgment Team will become a forgetful Unit’s responsibility.

When signing on for your shift, ‘15504, 10-8 and resuming 10-50 in Sector 2.’ The Commanding Officer will assign you one of five titles.

Block: There are two Block Units in an ideal Judgment Team. The duties of the Block team are to biolock, and protect, the entrances/exits of the 45ths Apartment Complex.

Check: The two Units of the Check team stations within the 45ths Apartment Complex’s stationary checkpoint. They process all entering Citizens during the initial phase of the Judgment Waiver. Each Citizen must apply and be searched upon arrival.

Hound: The Hound is a title given to two units, normally of 03 or higher. The Hound team is the most important in Sector 2. Their duty is to sweep the entire Sector for stray Citizens for redirection to the 45ths Apartment Complex.

Warden: The Warden is the title given to the Unit (Or Units, in an ideal team.) The Warden is important to the Judgment Team, as they Process detainees into Detainment accordingly. The Warden is to remain within the Nexus unless there are multiple Wardens. Extraction from the field is only to be done in the case of two Wardens.

Sweep: The Sweep Units do not deploy during the initial phase. Instead, they arm themselves according to the Commanding Officer’s R.O.E. Sweep Team is under full control of the Commanding Officer.

The Commanding Officer has full control of your Judgment Team. If they give an order, adjust to their requirements while continuing your Duty. You may be called to Sweep in cases of dire need.

Section 03
Phases of the Judgment Waiver





Preparation: This Phase is the primary ‘active’ phase of the Judgment Waiver. During the Preparation Phase, Units continue standard directives or Individual Directives only after being assigned a task by the Commanding Officer. (Time required: N/A)

1) Initial: Commanding Officer will declare Rules of Engagement over the radio channel. Block and Check deploy to their zone right away, clearing all citizens into the checkpoint along the way. After Block is both in place, they will radio: “Phase Initial Complete.” (Time required; 2-5 Minutes)

2a) Direction: Hound deploys to the Plaza, sweeping for any stray citizen that may linger. Citizens are redirected into the 45ths Apartment Complex. Malcompliance of any level will earn detainment, to be radioed in and delivered to Warden at the nearest Entrance to the Nexus. Hound team will radio: “Direction Phase Complete.” (Time Required: 5-10 Minutes)

2b) Processing: This Phase takes place as soon as Check is in place. All Citizens are to Apply and be searched and redirected into their assigned quarters. Check team will radio: “Processing Complete.” (Time Required: 5-10 Minutes)

3) Transition: All Units not assigned Block or Warden Convert to Sweep Units. Your Commanding Officer will assign you to a Sweep team. (Time required: 2-5 Minutes)

4) Sweep: During the Sweep, or Main Phase of the Judgment Waiver, the Sweep team will pursue the threat for which the Judgment Waiver was called. This Phase should take the longest of them all and all Units must be at high alert. During this Phase, all Citizens caught outside of the 45ths Complex are subject to immediate processing and detainment. (Time Required: N/A)

5) All Clear: The Final phase of the Judgment Waiver begins when the Commanding Officer declares the threat ‘All Clear’. Sweep team ripcords first and reports. Block will open the 45ths Complex and Ripcord immediately. The All Clear is set and the Judgment Waiver is cleared. The City returns to Socio-Stability.

Section 04
Judgment Waiver Protocol


Protocols during the Judgment Waiver are vital. Failure to follow Protocol could lead to Team Failure and possible damage to the Social Structure.

Radio: Radio Silence is to be observed, other than to report the following:
‘Phase Initial Complete’
‘Direction Phase Complete’
‘Processing Complete’
‘Warden, Detaining Citizen for redirection, please redirect to entrance <entrance>.’

Only the Commanding Officer may speak over the radio other than the above. Pay attention, Tactical Information or Adjustments may be radioed in. Don’t miss them!

Rules of Engagement: To be stated by the Commanding Officer during the Initial Phase of the Judgment Waiver.

Speech: Keep verbal chatter to a minimum. Citizens tend to worry if given reason to. If Citizens become questioning, assure them that discretionary speech is for their own protection, and that the danger shall pass soon.

Judgment: All citizens in need of judgment will be handled by Warden Team. Redirect, do not administer Judgment to a citizen without the Warden. Amputation is prohibited unless ordered otherwise.

All Clear: The ‘All Clear’ Command may only be given by the Commanding Officer on Duty.

Closing Notes



Remember, the primary goal of a Judgment Waiver is to protect citizens from a greater threat. Act accordingly and justly. Do not attempt to injure a citizen. Judgment is for Warden Team to determine.

We are Civil Protection, ensuring the safety of the Civil Populace from any and all dangers to Socio-Stability. Unnecessary aggressive actions may lead to defection from Civil thought.

Code 647E: Anti-Citizen.


Inject: (To Formally deploy) Move into a establishment or block.

Contain: To clamp off entrances of a area and confine the situation to a certain area.

Unrest: Rebellion or Riot.

Anti-Citizen: Individual convicted of multiple anti-civil violations; MALIGNANT.

Malignant: Individual convicted of multiple anti-civil violations | Subject is contagious and contains devised behavioral pattern.

Administer: To issue a verdict to a resident. (I.E; Administering a beating)

Pacify: To detain a individual non-lethally.

Clamp: Restrict residential access to a certain area ; Deploy standard
clamps to restrict activity/provide protection.

Unlawful Procreative Activity: (UPA) Attempting to perform intercourse.

Expose: Flush suspects or expose them from cover.

Stand by: Await orders.

Intercede: Take immediate control of the situation ; Ambush/surprise hostiles.

Extract: Withdraw subject out of _____ to _____

Clear: Often used as a breach term to inform the team that the area is clear of contraband and anti-civil activity.

Breach: To force entry to a designated area, often used in sweeps when breaches are placed or the door is kicked in.

Stabilize: To restore order to a situation by any means necessary, this is determined lethal/non-lethal by your commanding Authority.

Deploy: Often used in reference to the deployment of equipment or a squad. (I.E: Deploying sterilizers at block; A )

Prosecute: To administer verdict to a resident through means of prosecution.

Isolate: To isolate one's self, sequester: set apart from others.

R.O.E: Rules Of Engagement, often set for breaches or sweeps by the team leader.

Amputate: To cut off a limb/Destroy/Kill

Hold: Maintain position defensively.

Ripcord: Fall back to/move back or away.

Diagnose: Determine/Investigate level and situation.

Inoculate: To protect or safeguard from a threat.

Sterilize: Clean a designated area of anti-(Citizen/Civil) Activity.

Contact: Hostiles spotted, prepare confirm to engage.

Contact Confirm: Contact is confirmed malignant and hostile, engage!

Sociocide/Sociocidal: Attempted disruption of the social order.

Divisive: Having a quality that divides or separates from the Civil Populace. (Causing malcompliance or other forms of rebellion)

Restrict: To prevent access from a designated area or location.

Bio-signal: A suit mechanism that is responsible for lifeline monitoring as well as synchronization to the Civil Authority system.

Infestation: High amounts of nectrotic/parasitic activity.

Biotic: Non-naturalized alien species. (I.E: Vortigaunts.)

Infected: Hostile/Protection unit under Parasitic control.

Exogen: Antlion.

Necrotic: Zombie.

Parasite: Headcrab.

Virome: Poison/Fast Headcrab.

Outland: Foreign.

Bouncer: Grenade.

Restrictor: Thumper.

Viscerator: Manhack.

Patrolling

When patrolling, be sure to notify all units you are about to assume patrol and in which district using your standard issue radio.
Do not enter the slums without a Divisional Leader's authorization or alone. If a Divisional Leader is not available, refer to an OfC or EpU. If all three are unavailable, do not enter.
You may patrol the main floor of the 45th Apartments, but not the suites and their hallways without authorization from a Divisional Leader, OfC or EpU, much like the slums.

Districts

District 1 (D1): Area outside of trainstation.

District 2 (D2): Plaza

District 2B (D2B): 45th's Main floor

District 2C (D2C): Ration Distribution

District 3 (D3): Beyond Nexus Side Entrance

District 4 (D4): Abandoned Railway

District 4B (D4B): Abandoned Railway Slums Entrance / Exit

District 5 (D5): Entire Slums District

Now go and serve the Union to your full extent and more. Do not disappoint, for failure is not an option.

Refer to the laws we already have and their contraband. This city sells soda but it's a tasteless drink with the same amount of Combine interference as the most basic can of water. it also sells melons (processed, little to no nutritional calue) and milk (same as melons).
